Business Analyst
We have a Full-Time position available for a Multifamily Business Analyst in Harrisburg PA. The Client, is a housing-related program funded by the U.S. Department of the Treasury to assist Pennsylvania homeowners. The program will provide financial assistance to homeowners for qualified mortgage and housing-related expenses. $30-$35 per hour Temp to Perm contract.

Responsibilities of Business Analyst:

Research and analysis, implementation, and administration involved with improving and maintaining processes and systems.
This position will assist in creating and maintaining a process guide for the Multifamily Division, as well as fulfilling reporting needs.
Identify system inadequacies and provide solutions needed to enhance workflow.
Oversee the implementation of new technology and systems.
Work closely with the Information Technology Division to design, develop, test, and implement solutions that will be submitted and tracked through IT work requests.
Identify system changes and gather business requirements needed to accommodate changes in regulation, policies, or to improve overall efficiency and effectiveness.
Serve as system administrator for various related software applications.
Provide intermediary support to staff for technical issues.
Provide training and documentation for system enhancements and changes to policies and procedures for staff.
Provide support to customers using outward-facing applications.
Determine reporting needs and design queries, reports, and/or dashboards to fulfill those needs.
Monitor the BA Team queue for tickets related to the Division.
Maintain and report on a list of priorities for the Division.

Qualifications of Business Analyst:

Bachelor’s degree in Information Systems, Finance, Business Administration or related field or a combination of education and directly related work experience.
Must be able to analyze and define business processes and system and business rules to meet work unit requirements in a dynamic and rapidly changing environment.
Rational database query and report tool experience to create, analyze and report results.
Ability to work independently with minimal supervision.
Strong analytical and problem-solving skills.
Must be able to lead and manage projects and champion buy in for processes and systems
Strong ability to define priorities and handle multiple tasks and projects.

Job Purpose for the Assistant Pre-Closing Officer
An Assistant Pre-Closing Officer is responsible for completing an initial review of the loan packages submitted by our participating lenders. Each package is to be reviewed to ensure that the lender has provided the Agency with the necessary documents needed for review. This person must not be familiar with not only PHFA documents, but the documents required for Fannie Mae, FHA, VA, RD and Freddie Mac.

Essential Functions for the Assistant Pre-Closing Officer

Split, sort and assign Underwriting/Pre-Compliance files from lenders.
Inform lenders of the status of their loans.
Re-generate approval and amended approval notifications.
Delete cancelled and ineligible loans from the AS/400 system, as needed.
Be able to field general questions from lenders and other business partners related to PHFA’s

HOME loan programs.

Keep abreast of current industry underwriting guidelines including those of Fannie Mae/Freddie Mac, VA, FHA and RHS as provided by Compliance Manager and industry publications.
Discuss programmatic issues at periodic compliance unit meetings
Attend quarterly division meetings.
Complete special assignments and handle additional duties that may be assigned by the Senior Compliance Officer, the Compliance Manager, another division manager or the division director. Monitor and/or report on any special tasks.

Job Requirements for the Assistant Pre-Closing Officer

Must have at least a basic understanding of the residential mortgage market and products, including at least one year of mortgage lending experience.
Ability to multi-task efficiently and exercise initiative and sound judgment in handling work assignments.
Computer proficiency required in Microsoft Word and data entry.
Prior mortgage lending/underwriting knowledge not required, but is a plus.
Good oral and written communication skills and the ability to work independently.
Effective customer service skills.
Excellent attendance history required.
Experience with electronic submission programs such as VirPack, Encompass, etc.
