Key Responsibilities
As the Accounting Manager/Assistant Treasurer, you will:
- Manage municipal accounting operations in accordance with GAAP and GASB standards.
- Oversee general ledger activity, fund accounting, account reconciliations, and financial reporting.
- Assist in preparing and managing the Borough's annual operating budget.
- Prepare monthly, quarterly, and annual financial reports.
- Coordinate annual audits and maintain audit-ready financial records.
- Supervise Accounts Payable and Utility Billing personnel.
- Process and verify bi-weekly payroll while assisting with payroll administration.
- Administer employee benefits, retirement reporting, ACA reporting, and related payroll functions.
- Reconcile multiple Borough bank accounts and maintain daily cash balances.
- Prepare required reports for state and local agencies, including PennDOT Liquid Fuels, DCED, and Auditor General reporting.
- Assist the Borough Manager with Human Resources administration, policy implementation, and special projects.
- Serve as Assistant Secretary/Treasurer and Assistant Right-to-Know Officer.
- Attend Borough Council meetings and prepare meeting minutes.
- Support continuous improvement initiatives that enhance efficiency and customer service.
Qualifications
We're seeking candidates who possess:
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field preferred.
- Minimum of 5 years of progressive accounting experience.
- Experience with budgeting, financial reporting, reconciliations, payroll, and fund accounting.
- Municipal or governmental accounting experience is highly preferred.
- Knowledge of GAAP and GASB accounting standards.
- Ability to obtain bonding in accordance with Pennsylvania municipal requirements.
- Previous supervisory or leadership experience is preferred.
- Experience working with accounting software and Microsoft Office (Excel, Word, Outlook).
