Social Service Analyst- Invoicing
 
Position Overview:
We are seeking a detail-oriented and analytical professional to join our team as a Children and Youth Services Analyst. In this role, you will support the effective management, compliance, and financial oversight of children and youth programs, including foster care, residential services, and related initiatives. Your expertise will ensure that service providers and county agencies adhere to federal, state, and local regulations, while facilitating accurate invoicing, data analysis, and program compliance to promote the well-being of children and youth.
 
Key Responsibilities:
  • Review and verify invoicing and contractual documentation submitted by children and youth service providers for accuracy and compliance with federal, state, and local regulations, including Title IV-E and other funding sources.
  • Analyze complex financial and program data related to foster care, residential treatment, and other youth services to ensure proper billing, reimbursement, and reporting.
  • Collaborate with county agencies, service providers, and internal teams to identify and resolve discrepancies or errors in invoicing, documentation, or reporting.
  • Apply federal and state policies and regulations to ensure all services meet compliance standards and funding requirements.
  • Provide technical assistance and guidance to providers and county staff regarding invoicing procedures, documentation, and compliance best practices.
  • Maintain accurate records and input findings into databases, tracking compliance issues, trends, and resolution timelines.
  • Generate reports and queries to monitor program performance, compliance trends, and funding allocations.
  • Stay informed of updates to regulations, policies, and funding guidelines related to children and youth services.
  • Participate in meetings, trainings, and site visits as needed to support program integrity and continuous improvement.
  • Communicate effectively with diverse stakeholders, including providers, county agencies, and regulatory bodies, maintaining professionalism and clarity.
 
Qualifications:
  • Bachelor's degree or higher in social work, public policy, business administration, accounting, or a related field; or
  • Minimum of three years of relevant experience working with child welfare programs, youth services, or related federal/state funding and invoicing; or
  • Five or more years of experience in financial management, compliance auditing, or invoicing within children and youth services.
 
Required Skills:
  • Strong analytical and problem-solving skills with a keen eye for detail.
  • Excellent organizational and time-management abilities.
  • Effective oral and written communication skills, capable of conveying complex information clearly.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, Access).
  • Ability to work independently and collaboratively within a team environment.
  • Capacity to multitask and handle multiple concurrent projects with accuracy.
  • Adaptability in learning and implementing new processes or compliance requirements.
 
Preferred Attributes:
  • Knowledge of federal regulations related to children and youth programs, including Title IV-E.
  • Experience working directly with children, families, or youth service providers.
  • Familiarity with database management and data analysis tools.
