Overview
Abel Personnel is hiring on behalf of our client for an Information Assurance / Security Engineer IV (Information Systems Security Officer – ISSO) to support a mission-critical cybersecurity program in Linthicum Heights, Maryland.
This senior-level role focuses on implementing, validating, and maintaining cybersecurity controls in accordance with RMF v5, managing ATO packages, and ensuring system compliance with DoD and Department of the Air Force cybersecurity requirements. The ideal candidate brings a strong blend of technical cybersecurity knowledge, policy expertise, and hands-on RMF experience within secure federal environments.
Key Responsibilities
- Serve as ISSO for complex, sensitive DoD systems—overseeing RMF v5 compliance, security control implementation, assessments, and documentation.
- Lead development, review, and maintenance of key security artifacts including System Security Plans (SSP), System Security and Privacy Plans (SSPP), Cybersecurity Strategy (CSS), Operating Procedures, and full ATO packages.
- Utilize eMASS to manage lifecycle activities including control status updates, POA&M entries, evidence collection, validation, and remediation tracking.
- Coordinate with system administrators and developers to perform STIG remediation, vulnerability mitigation, and risk assessments.
- Monitor, analyze, and respond to security incidents, threats, and risk indicators.
- Provide technical expertise across Windows, Linux, and Unix platforms—including knowledge of networks, firewalls, routing/switching, and VPN technologies.
- Communicate complex cybersecurity topics to technical and non-technical stakeholders.
- Support audit readiness efforts, evidence gathering, and compliance validation.
- Work independently with minimal oversight while managing multiple priorities in a high-tempo environment.
Required Qualifications
- Active Secret clearance required; TS/SCI preferred.
- Bachelor’s degree with 8+ years, Master’s with 6+ years, or Ph.D. with 3+ years of cybersecurity or IT experience.
- Additional 4 years of relevant cybersecurity experience may substitute for a degree.
- Active IAT Level II or Level III certification (Security+ or higher).
- Expertise with NIST SP 800-53, NIST 800-53A, RMF v5, and DoD/DAF cybersecurity program requirements.
- Demonstrated experience authoring and assessing security documentation, including SSPs, SSPPs, CSS, and ATO artifacts.
- Strong proficiency in eMASS, including updating system status, managing POA&Ms, evaluating controls, and producing compliance reports.
- Knowledge of network protocols (TCP/IP), system architectures, firewalls, IDS/IPS tools, encryption standards, and secure configuration processes.
- Ability to perform risk assessments, incident response, and remediation coordination.
- Excellent communication skills, with the ability to explain complex technical issues to diverse audiences.
Preferred Qualifications
- Experience transitioning systems from RMF v4 to RMF v5.
- Hands-on experience with AWS, Azure, or other cloud platforms.
- Familiarity with identity and access management (IAM).
- Experience supporting TASKORDS, OPORDS, or other DoD cybersecurity directives.
- Prior experience leading ISSO or ISSE teams.
