The Opportunity
We are seeking an elite Senior Project Manager to drive the implementation and enhancement of several large, critical IT projects for a high-profile state department. This direct-hire opportunity offers full benefits and positions you as the lead individual ultimately responsible for program implementation from start to finish. One of the key projects will involve leading a Training Management System replacement (iSMART) and providing continued support for the Web Infrastructure for Treatments (WITS) product. Key Responsibilities
- Direct, administer, manage, and facilitate the enhancement, business process reengineering, or development of high-priority commonwealth technology projects.
- Manage the complete project life cycle, including planning, design, programming, testing, and implementation of business solutions designed to meet requirements.
- Develop detailed Project Management Plans, gain stakeholder sign-off, and remain accountable for all work tasks and delivery cycles spanning 8 to 12 months.
- Ensure projects are completed on schedule, within the defined budget, and meet all business, technical, and established quality requirements.
- Develop estimates for planning, analysis, design, construction, testing, and implementation, working with team leads to adjust and secure approval.
- Design comprehensive project plans based on scope, resources, budget, and personnel to define major tasks and milestones.
- Proactively anticipate issues and identify project risks using a RAID Log, developing mitigation strategies, tracking them to closure, and engaging management proactively.
- Build and maintain strong relationships as the primary point of contact for stakeholders, customer representatives, software/hardware suppliers, and senior leadership.
- Create, review, and obtain approval for Communication Plans, Deliverables Matrices, and Change Management Plans to document all scope changes.
- Work closely with IT teams (Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management) to identify tasks and facilitate vendor discussions to ensure solution requirements are achieved.
- Capture and report required project management metrics, monitor milestones, and take corrective action to keep the project on schedule.
- Follow specific IT PMO methodologies and Daptiv guidelines, ensuring consistency, providing weekly updates, and capturing input for continual improvement.
- Mentor less experienced project management staff to build overall understanding of project management.
- Plan, coordinate, and conduct specific training and orientation sessions for project needs.
- Coordinate system testing, schedule status reviews, PM inspections, QA work product reviews, and present proposals and status reports.
- Balance the workload with project members' capacity, ensuring tasks provide value and support the strategic direction of the project and meet service commitments.
- Support the Enterprise ELS PM for the ELS initiative by managing work adhering to established timelines.
- Communicate to team members to ensure they understand how their work assignments relate to and help achieve project objectives, notifying them of work requests and target dates.
- Accountable for peer reviews with appropriate project team resources and the final project management evaluation review with stakeholders.
