Social Services Analyst (Title IV-E Compliance & Reimbursement)
Location: Harrisburg, PA (Hybrid Travel Throughout Pennsylvania)
 Schedule: Monday–Friday | 8:00 AM – 4:00 PM
 Pay Rate: $30.00 per hour

Are you passionate about improving outcomes for children and families while utilizing your analytical and problem-solving skills? We are seeking a Social Services Analyst to support Pennsylvania's child welfare system through compliance review, financial analysis, and provider reimbursement oversight.

In this role, you will work closely with foster care providers, county agencies, and state stakeholders to ensure compliance with Title IV-E regulations, reimbursement requirements, and financial reporting standards. Your work will directly contribute to securing federal and state funding that supports critical services for children and families across Pennsylvania.

This position is ideal for professionals with experience in child welfare, social services, public policy, financial analysis, Title IV-E eligibility, foster care programs, government funding, compliance, or reimbursement management.
Key Responsibilities
  • Review and analyze provider documentation for compliance with federal and state regulations.
  • Calculate foster care provider reimbursement rates and per diem rates.
  • Interpret and apply Title IV-E, DHS, and OCYF policies and procedures.
  • Evaluate financial reports, invoices, and supporting documentation.
  • Provide technical assistance and guidance to providers, county agencies, and state personnel.
  • Identify compliance trends and recommend process improvements and best practices.
  • Support training initiatives, educational materials, and policy implementation.
  • Maintain accurate records and progress tracking.
  • Collaborate with stakeholders to ensure timely and accurate reimbursement processes.
  • Travel throughout Pennsylvania as needed.
Qualifications
Education
Bachelor's degree in one of the following fields:
  • Social Work
  • Human Services
  • Public Policy
  • Business Administration
  • Accounting
  • Finance
  • Related field
OR Relevant Experience
  • Minimum three (3) years of experience in:
    • Child Welfare
    • Title IV-E Eligibility
    • Foster Care Programs
    • Human Services Policy
    • Government Reimbursement Programs
    • Compliance Review
OR
  • Minimum five (5) years of experience in:
    • Financial Management
    • Government Funding Administration
    • State and Federal Reimbursement Programs
    • Invoicing and Fiscal Operations
Required Skills
