Overview
Abel Personnel is hiring on behalf of our client for a Solutions Architect IV – Enterprise Requirements Engineer to support enterprise-level planning and technical integration efforts for a secure federal program in Linthicum Heights, Maryland.
This role is responsible for defining, aligning, and decomposing technical requirements across multiple projects and stakeholders. The ideal candidate brings deep experience translating complex mission needs into scalable enterprise requirements, reducing duplicative efforts, and ensuring alignment across large, interconnected programs.
You will work closely with leadership, project managers, engineering teams, and mission partners to develop enterprise project plans, unify requirements, and streamline delivery across the organization.
Key Responsibilities
- Serve as the enterprise liaison for requirements gathering, decomposition, and technical alignment across multiple high-visibility projects.
- Translate stakeholder mission needs into clear, actionable technical requirements for engineering and development teams.
- Identify duplicate or overlapping requirements across the enterprise and guide unified, reusable solutions.
- Develop enterprise-level project plans that span multiple programs, enabling more efficient implementation and reduced manual workload.
- Collaborate with project managers, architects, and cross-functional teams to ensure technical requirements align with mission objectives and architectural principles.
- Communicate complex technical concepts in a clear, accessible manner to both technical and non-technical stakeholders.
- Maintain awareness of evolving technologies and architectural patterns to support forward-looking enterprise solutions.
- Support Agile processes (Scrum/Kanban) and SDLC best practices within technical planning cycles.
- Utilize requirements management tools such as Jira and Confluence to document and track progress.
Required Qualifications
- Active Top Secret clearance with SCI eligibility required.
- Bachelor’s degree with 12+ years, Master’s with 10+ years, or Ph.D. with 7+ years of relevant technical experience.
- Additional 4 years of experience may substitute for a bachelor’s degree.
- Strong written and verbal communication skills, with the ability to explain complex technical information to diverse audiences.
- Experience gathering, decomposing, and aligning requirements across multiple teams or enterprise-level efforts.
- Understanding of cloud platforms (AWS, Azure) and their architectural implications.
- Familiarity with the DoD Architecture Framework (DoDAF).
- Awareness of modern technologies such as containerization, Kubernetes, and cloud-native services.
- Knowledge of Microservice and Service-Oriented Architecture (SOA) patterns.
- Understanding of the Software Development Life Cycle (SDLC) and Agile methodologies.
- Experience with business process modeling, workflow analysis, and enterprise-level planning.
- Proficiency with Jira and Confluence for requirements tracking and documentation.
Certification Requirements
Candidate must hold one of the following active certifications (copy must be provided at submission):
- CISSO
- CISSP-ISSAP
- CISSP-ISSEP
- GCIA
- GCLD
- GCSA
- GICSP
Preferred Qualifications
While not required, candidates with experience supporting federal cybersecurity, large-scale enterprise modernization, or multi-program integration environments will excel in this role.
