The Opportunity
We are actively seeking a highly skilled Technical Business Analyst for a massive, enterprise-level system implementation with a premier state agency. This is a direct-hire opportunity offering full benefits. In this high-profile role, you will be the driving force behind reengineering complex financial and operational business processes. You will serve as the crucial link between business leaders and technical teams, translating critical requirements into actionable development tasks to ensure a seamless system modernization.
Key Responsibilities
- Lead the planning and requirement gathering phases for a major enterprise project.
- Facilitate detailed meetings with business leaders to elicit As-Is process flows, focusing specifically on financial posting, payments, refunds, and financial reconciliations.
- Conduct thorough reviews and comparisons of current business processes against best practices to determine necessary system changes.
- Translate business requirements into comprehensive Service Blueprints, Business Process Flow diagrams, Agile Features, and User Stories.
- Enter and meticulously track all Blueprints, Process Flows, Features, and User Stories within Azure Development Operations (ADO).
- Visually model information obtained during elicitation meetings to ensure clear stakeholder alignment.
- Identify and define Key Performance Indicators (KPIs), establishing business rules, data sources, and optimal visualization methods.
- Develop and execute precise test Scenarios, Scripts, and plans to validate that solutions meet all business requirements.
- Provide comprehensive training and ongoing support to end-users and stakeholders.
Core Technical Areas of Focus To be successful, candidates should have experience navigating projects involving at least three of the following domains:
- Data Migration (ETL): Managing Data Export, Transformation, and Loading, which is a significant and required component of this project.
- SAP S4 HANA: Working with the fiscal general ledger, ideally with modules like BRIM, FICA, Convergent Mediation, and Analytics Cloud.
- Customer Relationship Management (CRM): Utilizing Microsoft Customer Engagement or similar modern CRM platforms.
- Transaction Processing & Reporting: Managing aspects related to customer travel, assessing fees, and tolling/non-tolling reporting.
- Billing, Invoicing & Collections: Ensuring correct fiscal accounting of transactions and addressing enforcement.
- Financial Posting & Payments: Reconciling fiscal matters and supporting the development of multi-channel payment solutions.
Required Qualifications
- Experience: Minimum of 3 years of proven experience as a Business Analyst or Technical Analyst in a technology-driven environment.
- Public Sector Expertise: Demonstrated Business Analyst experience on projects of various sizes within the government or public sector.
- Data & Visualization: Strong hands-on experience with data analysis and visualization tools, specifically SQL, Excel, and Figma.
- Technical Proficiency: Proficient in the Microsoft Office 365 suite (Teams, Word, Excel, PowerPoint) and highly proficient in the Microsoft ADO Testing Module.
- Education: Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a closely related field.
Desired Skills
- Strong understanding of the software development lifecycle (SDLC) and agile methodologies.
- Experience with Enterprise Business Solutions, specifically complex financial systems projects.
- Familiarity with ITIL and ITSM practices and methodologies.
- Experience utilizing project management tools such as MS Project.
