Policy Analyst
Harrisburg PA company seeking a Policy Analyst Associate. This position will work directly with the designated Fiscal Policy Director to assist with all fiscal policy related to the Compliance project. While working in the Policy unit, the analyst may be responsible for producing management reports and policy recommendations. Gain and maintain a knowledge base of current federal and state regulations and updates of child welfare laws. Mon-Fri 8:00AM- 4:00PM $20.00

Responsibilities Of Policy Analyst:

  • Learn and apply Pennsylvania’s policy and procedures for Title IV-E reimbursement system.
  • Understand federal regulations well enough to apply to each unique service provider.
  • Independently think critically when analyzing documentation and providing technical assistance.
  • Apply both federal and state regulations for financial reporting.
  • Understand the relationship between activity and financial accountability.
  • Potentially travel within the Commonwealth if required.
  • Maintain consistent communication with providers, counties and OCYF.
  • Provide technical assistance as required.
  • Identify trends in compliance issues and business practices.
  • Monitor email resource accounts and direct inquiries and submitted information to the appropriate recipients or shared files once they have been checked for accuracy.
  • Assist with the preparation of bulletins, policies, and/or procedures consistent with federal and state regulations. Provide training development and delivery to counties and other stakeholders as needed.

Qualification of Policy Analyst:

  • Detail oriented with strong analytical skills.
  • Quick learner and well organized.
  • Effective oral and written communication skills.
  • Experience with Microsoft Office applications, specifically Excel, Word, and Outlook.
  • Excellent communications skills; ability to communicate effectively with various parties to identify and correct compliance errors as well as recognize and promulgate best practice.
  • Ability to work well independently and within a team.
  • Adept at multitasking concurrent assignments.
  • Proficient in integrating new processes or techniques into current procedures seamlessly

Required Experience

  • Bachelor degree or higher, preferably in business, business administration, accounting, social work, public policy, or other closely related fields; or minimum of three years relevant work experience in the fields of child welfare and Title IV-E eligibility, policy, or invoicing; or minimum of five year’s work experience in financial management and invoicing for federal and state funds.
